To answer that question, we first need to differentiate between voltage and current (amps). Voltage is measured in volts and current is measured in amps. Low voltage with high current is more dangerous than high voltage with low current.
As a kid if you ever played with the flash on a camera, the voltage could be in the thousands but the current may be milliamps – you would get a jolt, but it wouldn’t kill you.
On the other hand, in a situation with lower voltage but higher amps, the electrical shock could most certainly kill you. So, the answer is, lower voltage does not necessarily mean lower level of danger.
